
Electrical Recalls: A Workplace Safety Response
A kettle in a staff kitchen, a phone charger at reception or a heater in a holiday let can appear perfectly ordinary right up to the point it overheats, shocks someone or starts a fire. Electrical recalls are therefore not just a manufacturer issue. For a duty-holder, they are a live safety and compliance concern that needs a clear, documented response.
A recall means that a product has been identified as presenting a potential safety risk. The problem may be a design fault, poor component quality, inadequate insulation, an overheating battery, a dangerous plug or a manufacturing defect affecting only particular batches. The appliance may still switch on and may even pass basic electrical tests. That does not make it safe to keep in service.
Why electrical recalls matter in managed premises
Businesses and managed properties often contain far more electrical equipment than their owners realise. Alongside computers and monitors are extension leads, chargers, fans, microwaves, lamps, cleaning equipment, power tools, portable heaters and appliances brought in by staff. In care settings, schools, retail premises and holiday accommodation, an item may be used by people who have no knowledge of its history or condition.
That changes the stakes. A recalled appliance can create a risk of electric shock, burns, smoke or fire, as well as business interruption and reputational damage. If an incident occurs, insurers, enforcing authorities and investigators will reasonably ask what controls were in place, whether the item was known to be affected and what action was taken.
The legal duty is not simply to hold a PAT testing certificate. Under the Electricity at Work Regulations 1989, electrical systems must be maintained so far as is reasonably practicable to prevent danger. For duty-holders, this means having a sensible system for identifying appliances, assessing their risk, responding to defects and retaining evidence of the actions taken.
A recall check is one useful part of that system. It cannot replace competent inspection and testing, nor can PAT testing replace a recall check. They identify different hazards. Formal electrical testing may reveal damaged leads, failed earth continuity or insulation faults. A recall may identify an internal defect that is not apparent during routine testing and is specific to a product model, serial range or production date.
What a recall can look like in practice
Some recalls are straightforward: a manufacturer identifies a particular make and model of tumble dryer, adaptor or charger and offers repair, replacement or refund. Others are more difficult to spot. A product may have been supplied under several brand names, sold through online marketplaces or copied by counterfeit suppliers. Model numbers can be hidden underneath the appliance, and a product may have changed hands several times before arriving in a workplace.
Battery-powered and heat-producing products deserve particular attention. Chargers, power banks, cordless tools, e-bikes, heated styling tools, portable heaters, white goods and cooking appliances can all develop serious overheating risks where there is a faulty cell, poor connection or inadequate thermal protection. Adaptors and extension leads also feature regularly in safety alerts, particularly where they are overloaded, poorly made or fitted with unsafe plugs.
Visible warning signs should never be ignored while a recall is being checked. Discolouration around a plug, a hot charger, cracking, a burning smell, intermittent power, a loose socket connection or a swollen battery are reasons to remove an item from use immediately. Do not wait for the next scheduled test date, and do not allow a member of staff to make an improvised repair.
A practical response when a recalled product is found
The first priority is control of the risk, not administration. Unplug the appliance if it is safe to do so, take it out of service and prevent it being put back into use. A clear quarantine label and secure storage area help avoid the common problem of an item returning to circulation because someone needs it for a quick job.
Then establish exactly what you have. Record the make, model, serial number where available, asset number, location and the nature of the recall or safety concern. Photographs can be helpful, particularly where a label is worn or the item has a visible defect. Check the manufacturer’s instructions for the affected model and follow its specified remedy. This might be a repair by an approved engineer, a replacement, a refund or permanent disposal.
Your response should also address these five operational points:
identify whether the same model, batch or lookalike product is in use elsewhere on site;
notify relevant staff, caretakers, cleaning teams or property managers that the item must not be used;
update the asset register to show the item’s status, location and corrective action;
retain evidence of manufacturer contact, repair, replacement or disposal; and
review whether purchasing controls need strengthening to prevent similar products entering the premises.
For a single low-value charger, this may take minutes. For a chain of premises, a school estate or multiple holiday properties, it can require a structured asset search and coordinated communication. That is why accurate appliance records are so valuable. If an item is registered against a location and given a unique asset label, it is far easier to identify affected equipment without relying on memory or a walk-around inspection.
Do not confuse a PAT pass with a recall clearance
This distinction is particularly important. A PAT test assesses the condition and electrical safety of an appliance at the time it is inspected and tested. Depending on the equipment, this may include a formal visual inspection, earth continuity, insulation resistance, polarity and functional checks. It produces valuable evidence, but it is not a declaration that the manufacturer has never identified a product-specific fault.
Equally, a recalled product is not always visibly defective. A fault may emerge only after extended use, under certain temperatures or when a component ages. An appliance can therefore carry a current test label and still need to be withdrawn because it appears on a recall notice.
The right approach is layered. Maintain a proportionate inspection and testing regime, encourage users to report defects promptly, keep an up-to-date asset register and include recall, counterfeit and known unsafe-product checks in your safety process. This is more meaningful than treating a green sticker as the whole compliance system.
Counterfeit and lookalike products need extra caution
Not every dangerous appliance will appear in an official recall database. Counterfeit products and lookalike chargers, adaptors and power supplies may copy the appearance of a reputable brand while using substandard components, poor soldering or inadequate protection against overheating. Their labels can be misleading, serial numbers may be absent and conformity markings may be applied improperly.
The risk is higher where electrical items have been bought through unverified online sellers, brought in from home, supplied with second-hand equipment or purchased solely on price. This does not mean every inexpensive product is unsafe. It does mean that origin, build quality, markings and condition should be considered before it is accepted into workplace use.
A sensible purchasing policy can make a substantial difference. Buy from established suppliers, retain purchase records, avoid untraceable power supplies and insist that staff obtain approval before introducing higher-risk appliances such as heaters, cooking equipment or battery charging equipment. In accommodation, remove unknown chargers and adaptors left by previous guests rather than placing them back into service.
Turning recall checks into usable evidence
When safety work is not documented, it is difficult to demonstrate that it happened. Good records show more than a pass or fail result. They should identify the appliance, its location, its condition, any recall or product-safety concern found, the immediate control applied and the final outcome.

If you received notice this afternoon that a charger, heater or appliance used on your premises had been recalled, could you say where it was, whether it was still in use and what you did next? If the answer is uncertain, the gap is not just in paperwork. It is an opportunity to make your electrical safety arrangements more protective, more accountable and easier to manage before a fault becomes an incident.
