PAT Inspection Versus Electrical Testing Explained

A plug-top with a cracked case, a charger running hot beneath a desk, or a damaged extension lead in a workshop can present a serious risk long before an electrical meter is connected. That is the practical difference at the heart of PAT inspection versus electrical testing. Both have a place in controlling electrical risk, but neither should be mistaken for the whole job.

For duty-holders, the question is not simply, “Has it got a pass sticker?” It is whether appliances are safe to use, defects are acted on, and records demonstrate that sensible controls are in place. The right approach depends on the equipment, the environment and how it is used.

What is a PAT inspection?

PAT stands for Portable Appliance Testing, although the phrase can be misleading. It is not one test, and it does not apply only to small portable items. A proper PAT programme combines a formal visual inspection with electrical tests where these are appropriate.

The formal visual inspection is often the most valuable part. A competent engineer looks for damage to plugs, leads, casings and guards; signs of overheating; unsuitable adaptors; incorrect fuses; exposed conductors; loose cable entries; and unsafe positioning or use. They should also consider whether an appliance has been subject to a manufacturer fire or electric-shock recall, whether it appears counterfeit or is a known unsafe lookalike product, and whether a product has been identified as a Which? ‘Do Not Buy’ item.

Electrical tests then check features that cannot be confirmed reliably by sight alone. Depending on the appliance’s construction, this may include earth continuity, insulation resistance, polarity and leakage testing. A Class I metal-cased appliance, for example, normally needs an earth-continuity check. A double-insulated Class II appliance has different requirements. Sensitive IT equipment may need a suitable leakage test or an alternative method to avoid disrupting equipment or causing damage.

A pass label is useful for quick identification, but it is only one output. A thorough PAT inspection should leave the site with a clear asset label, test result, defect record, certificate and a usable asset register. That record matters when equipment is moved between rooms, issued to staff or reviewed during an audit.

PAT inspection versus electrical testing: the key difference

In everyday conversation, people often use “PAT testing” and “electrical testing” as if they mean the same thing. They do not.

PAT inspection and testing concern appliances that are connected to the electrical installation: kettles, monitors, extension leads, power tools, printers, chargers, cleaning equipment and similar items. The aim is to establish whether the appliance and its flexible lead are safe for continued use.

Electrical testing is a broader term. It can include testing the fixed electrical installation itself, such as consumer units, circuits, sockets, switches, lighting and hard-wired equipment. An Electrical Installation Condition Report, commonly called an EICR, assesses the condition of those fixed systems. It identifies deterioration, overloading, inadequate protection, defective connections and other installation faults that PAT testing cannot reveal.

A PAT engineer may test an appliance plugged into a socket, but that does not prove the socket circuit, consumer unit or building wiring is satisfactory. Equally, an EICR may confirm that a socket circuit is in acceptable condition, but it does not establish that every appliance plugged into it has a sound plug, undamaged flex and safe internal insulation.

Think of the two as complementary controls. One looks at the equipment people handle every day; the other examines the electrical infrastructure supplying it.

Why a visual inspection cannot be skipped

A basic tester can produce a pass result even where an item is visibly unsuitable for use. A cable may be trapped beneath furniture, a charger may be discoloured from heat, or a multiway adaptor may be overloaded. These are operational risks, not merely electrical readings.

This is why sticker-only services can create false reassurance. If the work is reduced to applying a label and recording a meter result, the obvious warning signs may be missed. The appliance may technically test within limits but still require withdrawal from service because its casing is damaged, it is poorly located or its use creates a foreseeable hazard.

What electrical testing covers beyond appliances

Fixed installation testing is usually more intrusive and is planned differently from PAT work. It may involve isolating circuits, opening distribution boards and testing wiring throughout the premises. For that reason, it often needs to be scheduled around trading hours, tenants, teaching, care routines or production activity.

An EICR provides a condition assessment of the installation at a point in time. It can identify faults such as poor earthing arrangements, damaged accessories, circuit overloading, inadequate circuit protection or deteriorated wiring. It does not replace day-to-day maintenance, and it does not remove the need to manage appliance safety.

Other electrical tests may be more specific. Emergency lighting, fire alarm interfaces, fixed machinery and hard-wired kitchen equipment can each require their own inspection and maintenance arrangements. The correct scope should be agreed before work begins, rather than assuming one certificate covers every electrical responsibility on site.

The legal duty is risk control, not an annual sticker

There is no universal legal rule stating that every appliance must be PAT tested every 12 months. The law requires employers, landlords and other duty-holders to maintain electrical systems so far as is reasonably practicable to prevent danger. This includes equipment supplied for staff, residents, guests, clients or visitors to use.

The Electricity at Work Regulations 1989 and wider health and safety duties place the emphasis on a suitable maintenance regime. How often equipment is inspected or tested should therefore be based on risk. A hand-held power tool used daily on a construction-style workshop floor needs more frequent attention than a rarely moved, double-insulated desk lamp in a low-risk office.

Risk factors include the type of appliance, its construction, who uses it, how often it is moved, the likelihood of damage, and the environment. Moisture, heat, dust, public access and cleaning activities can all increase risk. Extension leads and adaptors deserve particular attention because they are frequently moved, overloaded or damaged.

A good programme also gives staff a role. User checks are not a substitute for formal inspection, but they are the first line of defence. Staff should know to stop using and report an appliance with a damaged lead, cracked plug, burning smell, loose socket connection or unusual heat. Waiting until the next scheduled test is not an acceptable response to an obvious defect.

Choosing the right frequency for your premises

A risk-based schedule is more defensible than treating every item identically. In a managed office, many fixed desktop appliances may need formal visual inspection at longer intervals, while chargers, extension leads and shared kitchen equipment receive closer attention. In a school, language centre or holiday property, frequent changes of user can make clear asset identification and routine visual checks especially valuable.

Workshops, care settings and retail spaces introduce different risks. Tools may suffer mechanical damage. Cleaning appliances may be exposed to moisture and repeated flexing. Customer-accessible equipment may be misused or moved. The inspection interval should reflect those realities, not a generic calendar reminder.

This is also where accurate records become useful rather than bureaucratic. An asset register can show the item description, location, serial number where available, test history, result, next due date and remedial action. When an item fails, the record should state what was wrong and whether it was removed, repaired, replaced or retested. A vague note saying “failed” is not enough to support practical follow-up.

When you need both services

Most workplaces and managed premises need both appliance controls and fixed-installation controls, but not necessarily on the same day or to the same frequency. PAT work is usually less disruptive and can often be organised room by room. Fixed installation testing may require more advance planning because circuits can need to be isolated.

If you are taking on a new premises, responding to repeated socket or tripping issues, changing the use of an area, or managing older wiring, an EICR should be considered alongside appliance testing. If your main concern is a growing collection of leads, chargers, kitchen appliances, tools and portable equipment, a structured PAT inspection programme may be the immediate priority.

The safest answer is not to choose one certificate and assume the job is finished. Ask what equipment is present, what people can access, what has changed, and what evidence you would need if an incident occurred. Start with the risks people can see and report today, then make sure the records and testing arrangements support the action taken.
