A failed kettle in a staff kitchen is easy to remove. A kettle that nobody knew existed, stored in a meeting room cupboard and used by visitors, is a different problem. A reliable electrical equipment inventory guide starts with that reality: you cannot assess, maintain or evidence control of appliances that are absent from your records.

For duty-holders, an inventory is not paperwork for its own sake. It is the working record that connects the appliance on site with its inspection result, risk level, location and required action. When it is accurate, it helps protect people, supports proportionate Portable Appliance Testing (PAT testing), and gives you a clear answer when an insurer, auditor or enforcing authority asks what electrical equipment is being used on your premises.

Why an electrical equipment inventory matters

Electrical safety duties require employers, landlords and those controlling premises to maintain equipment so far as reasonably practicable to prevent danger. There is no single legal rule requiring every appliance to be tested annually. What matters is a suitable system of maintenance based on risk. An up-to-date inventory is the foundation of that system.

Without one, common failures soon appear. Equipment is missed because it has been moved between rooms. A replacement charger enters service without any check. A returned item remains on the register although it left the building months ago. Extension leads multiply beneath desks, but no one can say who owns them or whether they have been inspected.

A good register also helps separate appliances that need formal electrical testing from those needing a formal visual inspection, user checks, or a different maintenance regime. Fixed installations, for example, belong within electrical installation inspection and testing arrangements rather than a portable appliance register. The distinction matters, but both records should give a facilities manager a coherent view of risk.

What to record for every appliance

Each item needs a unique identity that stays with it for its working life on your site. A durable asset label, linked to the record, is usually the simplest method. Labels should be readable, securely applied and positioned where they will not conceal safety markings, ventilation slots or operating instructions.

Your inventory should record enough detail to identify the actual item, locate it and show what has happened to it. For most workplaces, that means the asset number, equipment description, manufacturer, model and serial number where available, location, department or responsible person, and equipment class.

It should also show the purchase or service date if known, the last inspection and test date, test outcome, next review date and any observations or remedial actions. Include whether the item is company-owned, hired, employee-owned or supplied by a tenant. Personal equipment can still present a risk if it is brought into the workplace or managed premises and connected to the electrical supply.

Photographs are useful for higher-risk, unusual or easily confused items. They can prove condition at the time of inspection and help identify equipment that has been swapped, altered or damaged. They are particularly helpful for multi-site operators, holiday homes and premises with rotating staff.

Build the register room by room

The most dependable way to create an inventory is to walk the premises systematically, rather than asking each department to send a list. Start at the incoming point for each area and work through offices, kitchens, stores, workshops, plant rooms, classrooms, staff rooms, reception areas and external spaces. Open cupboards. Check beneath desks. Include equipment temporarily stored for events, maintenance or seasonal use.

Record portable and movable appliances such as computers, monitors, printers, kettles, microwaves, fans, vacuum cleaners, power tools, chargers, extension leads and adaptors. Do not overlook low-value items. A low-cost multiway adaptor with signs of overheating can create a far greater fire risk than an expensive monitor in good condition.

Some equipment needs judgement. A desktop computer may remain in one location for years, while its detachable lead, power supply and accessories are moved or replaced more often. Record these in a way that lets you trace what was actually inspected. In a workshop, a 110V transformer and its connected tools may each need their own identifiable records. In a care setting, equipment used in bedrooms or communal rooms must be located accurately so that testing causes minimal disruption.

Where an appliance is inaccessible, do not guess. Mark it as not available for inspection, state why, and arrange follow-up. Treating an unseen item as passed creates a false record and can leave a real hazard in service.

Make the register part of risk assessment

An inventory becomes genuinely useful when it captures risk, not just quantity. The appropriate inspection interval depends on the environment, equipment type, user group and history of use. A double-insulated phone charger used at a clean office desk does not face the same conditions as a power tool used daily in a dusty workshop, or a hairdryer used by guests in a holiday property.

Consider how and where the appliance is used. Frequent movement, flexing of cables, exposure to heat, moisture, cleaning chemicals, impact or untrained users can all increase the chance of damage. Equipment supplied for public, resident, pupil or client use also requires closer control because misuse may be more likely and faults may not be reported promptly.

The inventory should flag recurring concerns. These may include damaged plugs, taped repairs, overloaded adaptors, cracked cases, exposed conductors, loose sockets, chargers running unusually hot, counterfeit or lookalike products, and items subject to manufacturer recalls or safety warnings. A basic sticker-only approach may miss these issues. Formal inspection should look beyond a meter reading and consider whether the appliance is safe to remain in service.

If an item fails, record the defect and the action taken. “Failed” alone is not enough. State whether it was removed from use, repaired by a competent person, replaced, disposed of or retained pending a decision. This creates an auditable trail and prevents failed equipment finding its way back into a drawer and then into service.

Keep the inventory accurate between visits

The register should not be treated as a once-a-year exercise. Most inaccuracies arise in the months between formal inspections, when equipment is bought, moved, repaired or discarded. Assign a named person to notify the person responsible for the register whenever those changes occur.

A simple new-equipment process is effective. Before an appliance is issued or connected, check it is suitable for the intended environment, visually inspect it, add it to the asset register and arrange any inspection or test required by your risk assessment. Check that chargers, adaptors and extension leads are appropriate and from a reputable source. Cheap, non-compliant electrical accessories can carry significant shock and fire risks.

Staff also need to know what to report. They do not need to be electricians to spot a frayed cable, burn mark, damaged plug, loose connection, cracked casing or unusual smell. Clear user-check guidance, backed by a straightforward reporting route, catches deterioration early. It is better to remove an item for inspection than to continue using it because the next planned test date is months away.

For organisations with several sites or many assets, asset-management software provides useful control. Use reports to close the loop

A professional PAT testing report should do more than list pass and fail results. It should reconcile the assets found against the previous register, identify missing or new items, document limitations, and specify what needs attention. Review the report with the person responsible for the premises while the findings are current.

Prioritise immediate dangers first, such as exposed live parts, heat damage, damaged plugs or suspect adaptors. Then address wider patterns. If several staff areas rely on daisy-chained extension leads, the remedy may be additional fixed sockets or a revised workstation layout, not simply replacing one lead at a time. If repeated damage occurs in a storeroom, consider storage practice, staff instruction and supervision.

Keep the current register, certificates, failed-item records, repair evidence and risk assessment actions together. That makes compliance evidence easier to retrieve, but more importantly, it shows that identified risks have been acted upon rather than merely recorded.

A well-managed inventory gives every appliance a history and every safety decision a record. That is the practical discipline that keeps minor faults from becoming injuries, fires or avoidable disruption.
