Fixed Wiring Versus Appliance Testing Explained

A plug-in heater can pass an appliance test while the socket supplying it has a damaged connection behind the faceplate. Equally, a sound fixed installation can supply a charger with an overheated plug, counterfeit components or damaged flex. That is why fixed wiring versus appliance testing is not an either-or decision for duty-holders. They are separate safety controls that address different risks.
For offices, workshops, shops, schools, care settings and managed holiday properties, the practical question is not simply, “Have we had testing done?” It is whether your electrical safety arrangements identify faults in the building installation, faults in the equipment people use, and unsafe behaviour that can turn either into an incident.
Fixed wiring versus appliance testing: the core difference
Fixed wiring testing examines the electrical installation that is built into the premises. It is commonly called an Electrical Installation Condition Report, or EICR. The inspection covers circuits, consumer units, protective devices, sockets, switches, lighting circuits, earthing and bonding, along with the condition of accessible fixed electrical equipment.
Appliance testing, often called PAT testing, focuses on portable and movable electrical equipment connected to that installation. This can include monitors, kettles, extension leads, chargers, power tools, cleaning equipment, kitchen appliances and supplied white goods. A proper programme combines a formal visual inspection with electrical tests where appropriate, rather than relying on a pass sticker alone.
The distinction matters because the testing methods, defects found and responsibilities are different. An EICR may identify an inadequate earth, overloaded circuit, damaged consumer unit enclosure or deteriorated cabling. PAT testing may find a split plug casing, exposed inner insulation, a damaged extension lead, incorrect fuse, overheating adaptor or a recalled appliance.
Neither service replaces the other. A certificate for one does not demonstrate that the other has been addressed.
What fixed wiring testing checks
The fixed installation is the backbone of electrical safety in a building. If its protective measures are inadequate, a fault in an appliance may not disconnect quickly enough to prevent electric shock or fire.
During an EICR, a competent electrical contractor inspects and tests the installation against the requirements of BS 7671. The report records observations and assigns classification codes where defects are found. A dangerous condition requiring immediate action is recorded differently from an issue that needs improvement but does not present an immediate danger.
For a facilities manager, the useful outcome is a clear view of the installation’s condition and any remedial work needed. It should not be treated as a formality carried out only when a lease, insurer or client asks for it. Changes to occupancy, new machinery, office refits, repeated circuit tripping or signs of heat at sockets are all reasons to review whether the installation remains suitable.
Inspection intervals depend on the type of premises, how it is used, and its condition. A busy workshop with heavier equipment and harsher conditions calls for a different risk assessment from a low-use office. The person responsible for the premises should set intervals with competent advice, rather than applying a single timetable to every building.
What appliance testing should reveal
Portable appliance testing starts with what can be seen. This is often where the most immediate risks appear: crushed cables under desks, taped repairs, loose plug pins, cracked casings, scorched adaptors and extension leads being used beyond their intended purpose.
Formal electrical tests can then check matters that are not visible, such as earth continuity, insulation resistance and polarity where relevant. However, the correct test depends on the appliance class, design and condition. Sensitive electronic equipment may require an alternative method. Battery-operated items may only need a visual inspection. Testing without understanding the equipment can itself be unsuitable.
A thorough provider also looks beyond the test readings. A charger can produce an acceptable electrical result yet still present a concern if it is a lookalike product, has poor build quality, shows overheating, or is subject to a manufacturer recall. The same applies to white goods and appliances identified as unsafe by reputable consumer safety investigations.
This is where a sticker-only approach falls short. A label tells someone that an item was tested on a particular date. It does not, on its own, show what was inspected, whether the item can be traced to a report, what defect was found, or whether an unsafe item was removed from use.
The legal duty is about safety, not collecting certificates
Employers, landlords and those in control of non-domestic premises have duties under the Electricity at Work Regulations 1989 to ensure electrical systems are maintained so far as reasonably practicable to prevent danger. The Health and Safety at Work etc. Act 1974 also places duties on employers to protect employees and others affected by their activities.
There is no universal legal rule stating that every appliance must be PAT tested annually. What the law requires is an effective system of maintenance. The level and frequency of inspection should reflect the risk.
A rarely moved double-insulated desk lamp in a controlled office may need a different inspection regime from a frequently handled extension lead in a workshop, or a hairdryer provided in a holiday let. Equipment used by the public, students, residents, contractors or visitors deserves particular attention because misuse, damage and unknown history are more likely.
Good records make your decisions defensible. They show what assets you hold, when they were inspected, their test outcome, any defects identified, actions taken and when the next inspection is due. If an incident, audit or insurer query arises, that evidence is far more useful than a collection of untraceable stickers.
Where the two programmes meet
The most useful electrical safety arrangements connect installation testing, appliance testing and everyday user checks. Staff are often the first to notice an intermittent fault, heat, damage or a burning smell. They need a simple route to isolate the item where safe to do so, label it as not for use and report it promptly.
Consider a small office kitchen. An EICR may confirm that the ring circuit and protective devices are satisfactory. Appliance testing may then identify a kettle with a damaged flex and a toaster with heat damage. A visual audit may also reveal multiple high-load appliances supplied through a low-quality multiway adaptor. Each finding requires a different response, but all reduce the same fire and electric-shock risk.
The reverse scenario is just as relevant. Several appliances may pass their individual tests, but persistent tripping when equipment is used in one area could indicate a circuit, socket or fixed-wiring issue. Replacing appliances without investigating the installation risks treating the symptom rather than the cause.
Building a proportionate compliance plan
Start by identifying what is fixed and what is portable, then record the people and activities exposed to each. Include equipment brought in by staff, contractors and tenants where it is used on your premises. Personal chargers and extension leads are commonly overlooked, particularly in shared offices and educational settings.
Your plan should specify who carries out user checks, who arranges formal inspections, how failed items are quarantined, and who has authority to approve replacement or repair. It should also account for higher-risk areas, such as kitchens, workshops, plant rooms, communal spaces and accommodation.
For appliance testing, ask what evidence you will receive. A professional service should provide an itemised asset register, test results, clear labels, certification and practical details of failures. Asset-management records are particularly valuable for multi-room sites, leased offices and managed properties because they reduce the chance that an appliance disappears from the programme when it is moved.

Questions to ask before booking testing
Before appointing a contractor, establish whether you need an EICR, appliance testing or both. Explain how the premises are used, whether equipment is supplied to staff or guests, and whether there have been incidents such as tripping circuits, damaged plugs, hot sockets or recurring failures.
Ask how findings will be documented and how failures are handled on site. For appliance testing, it is reasonable to ask whether formal visual inspections are included, whether recalls and suspect products are considered, and whether the engineer can advise on inspection intervals based on risk. For fixed wiring, ensure the contractor is suitably competent to inspect and test the type of installation you operate.
Electrical compliance works best when it is visible in day-to-day decisions. Keep records current, encourage people to report damage early, and treat heat, cracking, loose connections and repeated tripping as warning signs worth investigating. A safe workplace is not created by a label or a certificate alone - it is maintained by noticing the risks that sit behind them.
