
Electrical Safety Risk Assessment Workplace Guide
A damaged extension lead under a desk, a charger running too hot in a staff room or an unrecorded appliance brought in from home can become the weak point in an otherwise well-managed workplace. An electrical safety risk assessment workplace process gives duty-holders a clear way to find those risks, decide what needs to happen and retain evidence that safety is being actively managed.
This is not simply a paperwork exercise or a hunt for PAT test stickers. A useful assessment considers the people using equipment, the environment it is used in, the condition of the appliance and what could happen if it fails. The result should be practical: unsafe items removed from use, repair or replacement actions recorded, staff given clear instructions and an asset record that can be relied upon.
What an electrical safety risk assessment should achieve
Under the Electricity at Work Regulations 1989, electrical systems must be constructed and maintained so far as is reasonably practicable to prevent danger. For employers and those controlling managed premises, this sits alongside wider duties to assess risks to employees and others affected by their work.
The right level of control depends on the risk. A double-insulated desk lamp in a clean, dry office does not need the same inspection frequency as a power tool used in a workshop, a catering appliance in a busy kitchen or a hairdryer supplied in holiday accommodation. Treating every item identically can create unnecessary cost without improving safety. Equally, applying a generic annual testing cycle while ignoring how equipment is actually used can miss the appliances most likely to cause harm.
A sound assessment should answer four straightforward questions. What electrical equipment is present? Who uses it and where? What faults or foreseeable misuse could cause injury, electric shock or fire? What controls will reduce that risk to an acceptable level?
The answers provide the basis for inspection and testing intervals, staff checks, replacement priorities and documented remedial action. They also help demonstrate that a duty-holder has made a considered decision rather than relying on a pass label alone.
Start with an accurate picture of your electrical assets
You cannot assess equipment that has not been identified. Begin by recording portable and moveable appliances, including items that are easily overlooked: monitors, docking stations, phone chargers, extension leads, multiway adaptors, kettles, fans, cleaning equipment and appliances supplied in communal or guest areas.
For each item, capture its location, description, manufacturer, model, asset number and condition. Photographing unusual damage or retaining inspection notes is particularly useful where an item has been removed from use. A proper asset register makes later reviews much simpler, especially when equipment moves between offices, classrooms, rented properties or work vehicles.
Fixed electrical installation safety is related but separate. Consumer units, fixed wiring and socket outlets require assessment and periodic inspection by a competent electrician. Portable appliance controls should not be used as a substitute for an Electrical Installation Condition Report where one is required.
Consider the people, place and pattern of use
Risk is not dictated by the appliance alone. A low-cost fan used occasionally in a supervised office may present limited risk if it is in good condition. The same fan in a care setting, a school or a guest room may need closer consideration because users may be less able to spot a problem, report it or use it safely.
Look at whether equipment is used in wet or dusty conditions, outdoors, near flammable materials or in areas with high footfall. Consider whether leads cross walkways, whether plugs are frequently inserted and removed, and whether items are exposed to knocks, vibration or heat. Equipment used daily, moved regularly or handled by many different people is more likely to need frequent visual inspection.
Staff behaviour also matters. Overloaded extension leads, daisy-chained adaptors and chargers left beneath papers or soft furnishings can turn a minor defect into an overheating or fire risk. An assessment must address foreseeable use, not just ideal use.
Identify hazards that a sticker can miss
Formal visual inspection and electrical testing are valuable controls, but the best outcomes come from combining them with informed observation. During an inspection, the following hazard categories deserve particular attention:
damaged plugs, cracked casings, frayed cables, exposed conductors and loose connections;
overheating signs, including discolouration, melted plastic, a burnt smell or unusually hot chargers and adaptors;
unsuitable or overloaded extension leads, trailing cables and multiway adaptors;
recalled products, counterfeit goods, lookalike electrical items and products identified as unsafe; and
appliances used contrary to manufacturer instructions, such as heaters placed too close to combustible materials.
A pass result from an electrical test does not mean every risk has been eliminated. A heater may test satisfactorily yet still be poorly positioned. A counterfeit charger may appear intact but carry a higher risk of failure. A recalled appliance may need to be withdrawn regardless of its test readings. These are precisely the circumstances where a competent, attentive inspection adds value.
Decide on controls that match the risk
Once hazards are identified, record what is already in place and what further action is needed. The most effective control is often to remove the source of danger. If a plug is damaged, the item should be taken out of service, clearly marked and either repaired by a competent person or replaced. Do not leave it in a cupboard where it may find its way back into use.
For lower-risk equipment in good condition, controls may include routine user checks, formal visual inspections at suitable intervals and electrical testing where justified by the assessment. For higher-risk equipment, more frequent inspection, stricter storage arrangements, supervision or replacement with more suitable equipment may be appropriate.
A practical action record should state what the issue is, where the item is, who is responsible, the target completion date and confirmation that the action has been closed. Vague notes such as “monitor appliance” are difficult to defend and easy to forget. “Remove damaged 13A extension lead from Workshop Bay 2 and replace before next shift” is clear, measurable and accountable.
Give staff simple checks they can actually use
Employees are often the first people to notice a fault. They do not need to be electricians to recognise a cracked plug, a loose cable, scorch marks or a charger that becomes excessively hot. They do need to know what to do next.
Brief staff guidance should cover a visual check before use, keeping leads away from water and heat, avoiding overloaded adaptors and reporting faults immediately. It should also make clear that damaged equipment must not be used while awaiting a decision. In workplaces where appliances are regularly moved or shared, short refresher workshops can be more effective than sending a policy document by email and assuming it has been read.
Record evidence, not just test results
Good records are what turn an assessment into a manageable safety system. Keep the assessment itself, an up-to-date asset register, inspection and test certificates, failed-item reports and evidence that remedial actions were completed. If an appliance has been identified as recalled, counterfeit or unsafe for another reason, record the decision to remove, return or replace it.
For facilities managers, detailed PDF reporting and clearly labelled assets reduce the time spent locating equipment at the next visit. For business owners, the same records provide assurance that issues are not being overlooked between inspections. Review after change, not only at renewal time
An electrical safety assessment should be reviewed when circumstances change. New equipment, a refurbishment, a move to different premises, an incident, repeated equipment failures or a change in who uses the appliances can all alter the risk. Review is also sensible if staff report overheating, nuisance tripping or damaged cables, even where an item previously passed testing.
The aim is not to test more often for the sake of it. It is to focus attention where the likelihood and consequence of harm are greatest, then adjust controls as evidence and experience require. A well-kept record makes those decisions easier to explain and harder to overlook.
The safest workplaces are not the ones with the most stickers. They are the ones where someone notices the loose plug, understands the potential consequence, takes the appliance out of use and can show exactly what happened next.
