
Formal Visual Inspection of Electrical Equipment
A phone charger with a split cable, a heater pushed beneath a desk, and a multiway adaptor loaded with extension leads can all look like minor housekeeping issues. They are not. A formal visual inspection of electrical equipment is often the point at which a preventable electric shock, overheating incident or fire risk is identified before somebody gets hurt.
For duty-holders, facilities managers and business owners, this inspection is more than a quick look for a PAT label. It is a documented safety control that checks whether equipment is suitable, visibly sound and being used safely in the environment where staff, visitors, clients or guests rely on it.
What a formal visual inspection of electrical equipment involves
A formal visual inspection is a structured examination carried out by a competent person. It focuses on the parts of an appliance and its supply arrangement that can be assessed without opening the equipment. The person inspecting should record what was checked, identify defects, take equipment out of service where necessary and ensure the findings feed into an accurate asset record.
The inspection normally considers the appliance body, plug, cable, strain relief, fuse, socket outlet and any extension lead or adaptor in use. It also looks at the way the appliance is being operated. A perfectly serviceable fan heater may still present a risk if it is covered, placed too close to combustible materials or powered through an unsuitable extension lead.
This matters because many electrical faults are visible long before an electrical test is carried out. Cracked plugs, exposed conductors, taped repairs, heat marks, loose sockets, damaged casings and missing guards should never be ignored simply because an item has a passing sticker from an earlier test.
Formal inspection is not the same as a user check
Users should carry out simple checks before using equipment. They are usually the first people to notice a cable trapped under furniture, a charger running hot or a damaged plug. Staff do not need to be electricians to recognise obvious signs of danger and report them.
A formal visual inspection is different. It is planned, recorded and completed by someone with the knowledge to assess the defect, the equipment type and the surrounding risk. It provides evidence that the duty-holder has put a sensible inspection regime in place, rather than relying on chance observations.
It is also not the same as electrical testing
Portable Appliance Testing combines visual inspection with appropriate electrical tests. Those tests may include earth continuity, insulation resistance, polarity or leakage testing, depending on the appliance class and design. Some equipment cannot be safely or appropriately tested in the same way as a standard mains-powered appliance, but it can still require a careful visual inspection.
The right approach depends on risk. A double-insulated office lamp in a controlled office may need a different inspection interval from a heavily used extension lead in a workshop, a kitchen appliance in a holiday let or a hairdryer in a care setting. There is no credible one-size-fits-all annual testing rule.
Why visual defects deserve immediate attention
Electrical safety failures are often gradual. Repeated bending near a plug weakens a cable. A loose connection creates resistance and heat. An overloaded adaptor can warm up before it visibly fails. A cracked casing may expose live parts after one more knock or drop.
During a competent inspection, these warning signs should lead to practical action. That might be removing the item from service, replacing a plug or lead where appropriate, arranging repair by a competent person, changing an unsafe set-up or replacing the appliance altogether. The key is that the defect is controlled, not merely written down.
Particular attention should be paid to high-use and higher-risk equipment, including heaters, kettles, microwaves, extension leads, cleaning equipment, chargers, power tools and appliances used by visitors or guests. Equipment that moves frequently, is used outdoors, operates in kitchens or workshops, or is handled by many different people is more likely to sustain damage.
Recall checks and counterfeit products are part of real safety work
A visible inspection should not stop at physical condition. Manufacturers issue safety recalls when products are linked to fire, electric-shock or other serious hazards. Some appliances may look undamaged yet have a known design fault. Likewise, counterfeit and lookalike chargers, adaptors and power supplies can carry false markings while offering poor insulation, inadequate fusing or unsafe internal construction.
A thorough provider checks relevant manufacturer recalls, credible product safety alerts and recognised “Do Not Buy” warnings as part of its review. Where a concern is identified, the duty-holder needs a clear recommendation: stop using the item, confirm its model and serial number, contact the manufacturer, or replace it.
This scrutiny is especially valuable where equipment has been bought online, brought in by staff, supplied with furnished accommodation or accumulated over years without a reliable purchasing trail. The cheap replacement adaptor that appeared harmless at purchase can be the weakest point in an otherwise well-managed electrical safety programme.
What good records look like after inspection
An inspection only protects the organisation properly when its outcome can be found, understood and acted on. A pass or fail sticker alone does not explain what was inspected, where the item is located, what defect was seen or why an appliance was removed.
A useful record should identify the asset, its location, type, make where available, condition and inspection result. It should also document any failed items, corrective actions and recommended review dates. Photographic evidence can be helpful for damaged leads, overheating marks or unsafe extension arrangements, particularly where the facilities team needs to brief staff or instruct a repair contractor.

Building a proportionate inspection programme
The Electricity at Work Regulations require electrical systems to be maintained so far as reasonably practicable to prevent danger. They do not prescribe a single inspection frequency for every portable appliance. The duty-holder must make a reasoned decision based on how and where equipment is used.
A practical programme starts by considering the environment, user group, equipment type and likelihood of damage. Offices with low-risk, rarely moved equipment may require less frequent formal inspection than industrial areas, educational settings, rental properties or premises where appliances are used by the public. Frequent staff user checks can reduce risk between planned inspections, but they do not replace competent oversight.
Where inspection identifies recurring faults, the answer may be operational rather than technical. Staff may need a short briefing on not daisy-chaining extension leads, storing chargers safely, checking equipment before use or reporting damage promptly. A fire-safety or electrical audit can also reveal wider issues, such as overloaded sockets, poor appliance purchasing controls or inadequate storage around heaters.
What to do when a defect is found
If an appliance has exposed live parts, a damaged cable, signs of overheating, a cracked plug, liquid ingress or a suspected recall issue, it should be switched off and removed from use immediately. Do not rely on tape, a label saying “be careful” or the assumption that somebody else will deal with it.
The next step depends on the defect. Some items can be repaired safely and economically by a competent person. Others should be replaced, particularly low-cost chargers, adaptors and leads where repair quality cannot be assured. Record the decision and make sure the item cannot return to service by mistake.
A formal visual inspection is valuable because it makes these decisions visible and accountable. It gives the person responsible for the premises a clear view of what is present, what is safe to use and what needs attention. The most useful inspection report is not the one with the highest number of passes; it is the one that prevents the overlooked defect from becoming tomorrow’s incident.
