A failed charger, damaged extension lead or recalled appliance does not become safe because it carries a current-looking sticker. For duty-holders, the choice between in-house versus outsourced PAT testing is therefore not simply a question of who presses the test button. It is about who can identify risk, make sound decisions, keep evidence and ensure unsafe equipment is dealt with properly.

There is no one answer for every Oxfordshire or West Berkshire workplace. A large organisation with trained personnel, suitable equipment and strong asset controls may reasonably complete some work internally. A small office, care business, school, retailer or managed holiday property may be better protected by an independent specialist. The right approach depends on competence, workload, appliance risk and the quality of records required.

What PAT testing is actually meant to achieve

PAT testing is a commonly used term for the formal inspection and electrical testing of portable appliances. Its purpose is to support an employer or duty-holder in meeting the requirement to maintain electrical equipment so that it does not present danger. It is not a legal requirement to test every item annually, nor does a pass label make an appliance safe in every circumstance.

A worthwhile programme begins with an inventory of appliances and their location, use and condition. It includes a formal visual inspection, appropriate electrical tests and a clear record of what was found. It should also account for the way equipment is used. A kettle in a low-use meeting room does not carry the same risk as a heavily used extension lead in a workshop, or a charging bank left operating overnight in a care setting.

The visual inspection matters because many serious faults can be seen before an instrument is connected. Cracked plugs, exposed conductors, damaged flexes, overloaded adaptors, loose sockets, heat damage and unsuitable extension arrangements require practical judgement. So do suspect chargers, counterfeit or lookalike products, and appliances subject to manufacturer fire or electric-shock recalls.

In-house versus outsourced PAT testing: the real differences

The case for in-house testing is usually based on control and perceived cost. Internal staff know the site, can work around operational demands and may be able to test small numbers of low-risk appliances as part of routine facilities work. For organisations with several sites or a constantly changing asset base, this can be useful.

However, buying a tester is not the same as establishing a defensible safety system. The person carrying out the work needs suitable training, practical competence and an understanding of which tests apply to different appliance classes. They must know when a reading is unreliable, when an item should be removed from service, and when an apparent pass does not resolve a visible safety concern.

They also need time. Formal visual checks, recording serial numbers, producing labels, updating an asset register, isolating failures and communicating corrective actions can take considerably longer than the electrical measurement itself. If the task is fitted between other duties, it is easy for records to become incomplete or for failed equipment to remain in use while someone waits for a decision.

Outsourced testing brings an independent set of eyes and a defined process. A qualified engineer can inspect, test, label and document appliances without asking an already stretched office or facilities team to become electrical safety specialists. The benefit is not merely a certificate. It is the quality of evidence behind it and the practical response when a problem is found.

That said, outsourcing is not automatically thorough. Some providers work to a volume-driven, sticker-only model, where the focus is on getting through as many items as possible. A low price can conceal limited inspection time, poor asset descriptions, generic reports and little meaningful advice about failures. Duty-holders should assess the scope of the service, not simply the price per item.

Cost is wider than the tester or contractor invoice

In-house testing can look cheaper on a spreadsheet. The organisation may already employ a maintenance person, and the only visible extra costs are a tester, labels and software. A proper comparison must also include training, refresher training, calibration and maintenance of equipment, staff time, software, administration and the cost of covering other work while testing takes place.

There is also the cost of getting it wrong. An incomplete register can make it difficult to prove which appliances were inspected. A missed damaged lead or overheating charger can result in injury, fire, lost working time, insurance questions and difficult conversations after an incident. Those consequences are not theoretical in workplaces where appliances are moved, shared, loaned or used hard every day.

An outsourced provider creates a predictable service cost and can reduce internal administration, particularly where reports are supplied in a usable format. The strongest providers give a detailed PDF report, test certificate, asset labels and a live or exportable register rather than leaving the client with a bundle of stickers and no useful audit trail.

Competence should decide the model

A sensible question is not, Can our team do PAT testing? It is, Can our team manage electrical appliance safety consistently and demonstrate that it has done so?

An internal tester should be able to distinguish between user checks, formal visual inspections and combined inspection and testing. They should understand appliance classifications, extension leads, detachable leads, IT equipment, three-phase equipment where relevant, battery chargers and items that need alternative assessment. They should be confident removing defective equipment from use and escalating faults outside their competence.

They must also understand the limits of test instruments. Electrical readings can be affected by filters, electronic power supplies and equipment design. Applying the wrong test, or treating every item identically, can damage equipment or create misleading results. Training and practical experience are therefore central, not optional extras.

For many small and medium-sized organisations, outsourcing the formal inspection and testing while training staff to carry out routine user checks is the most proportionate arrangement. Staff are often the first to spot a frayed cable, cracked casing, hot plug or damaged adaptor. A specialist then provides the periodic formal assessment, independent records and technical judgement.

Records are where compliance becomes demonstrable

A sticker says very little on its own. It may show an asset number, a result and a next review date, but it does not explain where the item is, what test was performed, whether a defect was observed or what action followed a failure.

Good records allow a duty-holder to answer practical questions quickly: Which appliances belong in this room? Has this extension lead been tested? Was the failed heater removed? When is the next inspection due? Are there repeat failures in a particular department? They also support risk assessments, insurance discussions and any investigation following an incident.

Whether testing is in-house or outsourced, insist on a complete asset register with meaningful descriptions, locations, results and dates. It should be practical enough for staff to use, not a technical file that is opened only when someone asks for a certificate. The risk profile of your premises matters

A quiet office with a limited number of company-owned appliances presents a different management challenge from a workshop, education setting, care premises or holiday accommodation. Higher-use environments often have more extension leads, portable tools, chargers, kitchen appliances and equipment handled by multiple people. Managed properties can also contain guest-used appliances that are moved or damaged between inspections.

Consider the source of equipment too. Personal appliances brought in by staff, low-cost online purchases, donated items and replacement chargers can enter a workplace without appearing on any register. An effective process includes a clear rule for approval, inspection and recording before such equipment is used.

Where the risks are higher, an outsourced specialist can add value by looking beyond electrical test readings. Checks for recalled white goods, suspect counterfeit products, Which? Do Not Buy warnings, overheating indicators and unsafe usage practices help identify hazards that a standard test alone may not reveal.

Choosing a proportionate approach

The most effective arrangement may be a blended one. Internal staff carry out regular user checks, report defects promptly and control new appliances. An external competent engineer performs scheduled formal inspections and tests, verifies the asset register and advises on failures or unusual equipment. This keeps day-to-day vigilance close to the point of use without asking staff to carry responsibility beyond their training.

If you choose to test in-house, document the competence of the person involved, the equipment used, the inspection frequencies, the test process and the arrangements for defects. Review the system periodically rather than assuming that a pass label equals lasting compliance.

If you outsource, ask what the service includes. Look for qualified engineers, appropriate insurance, formal visual inspection, meaningful reporting, asset registration, clear failure procedures and practical advice. A provider should be willing to explain what has been found in plain English and work around your operations to minimise disruption.

The best decision is the one that leaves your people safer and your evidence clearer. When an appliance looks damaged, runs hot, has been recalled or simply cannot be accounted for, act before the next scheduled test - that is where good electrical safety management begins.
