How to Maintain Test Records That Stand Up

A failed kettle is easy to remove from service. The harder question is whether, six months later, you can show what was found, what action was taken, who made the decision and whether the replacement item was added to your register. Knowing how to maintain test records turns routine appliance testing into evidence that your workplace or managed premises is being controlled responsibly.
For duty-holders, records are not paperwork for paperwork’s sake. They provide a clear trail of inspection, testing, remedial work and review. If an employee, tenant, guest, visitor or enforcing authority raises a question, your records should make the answer straightforward.
Start with a complete appliance register
A test record is only useful if it relates to a known item. Begin with an asset register covering portable and moveable electrical equipment used on your premises. This includes the obvious items such as kettles, monitors, extension leads and power tools, but it should also capture chargers, desktop fans, cleaning equipment, kitchen appliances and equipment brought in for work use.
Each item needs a unique asset number. A durable label linked to that number helps staff, contractors and managers identify the correct appliance without relying on a vague description such as “black laptop charger”. Where equipment is replaced, moved to another site or disposed of, update the register promptly. An out-of-date register creates false reassurance because a report may look complete while missing the equipment people actually use.
For every asset, record enough detail to identify it beyond doubt:
asset number and label reference;
appliance type, manufacturer, model and serial number where available;
normal location, department or responsible person;
class of equipment and power rating where relevant;
date acquired or first recorded;
inspection and test dates, result and next review date;
defects identified, corrective action and final status.
For larger sites, location matters. A microwave in a staff kitchen, a heater in a site cabin and a vacuum cleaner used across several floors each present different use patterns and risks. Good records reflect that reality.
Record more than a pass or fail result
A green sticker alone does not explain what was inspected, what measurements were taken or what happened when an item failed. It cannot demonstrate whether a visibly damaged lead was repaired, whether an unsafe adaptor was removed, or whether a recalled product was taken out of use.
A proper test record should show the formal visual inspection findings alongside electrical test results where testing is appropriate. The visual inspection is often where serious problems are found: cracked plugs, damaged flexes, exposed conductors, overloaded adaptors, unsuitable extension leads, signs of overheating and equipment used in wet or harsh environments.
Electrical readings should be retained where they apply, such as earth continuity, insulation resistance, polarity and functional checks. The precise tests depend on the appliance class, construction and risk. For example, a double-insulated item is not tested in the same way as a Class I appliance with an earth connection. Records should make that distinction clear rather than presenting a generic tick-box result.
Keep the reason for any limitation as well. Some equipment cannot be safely energised during a visit, may require manufacturer-specific checks, or may need specialist assessment. Recording this openly is far safer than marking an item as passed without adequate evidence.
How to maintain test records after a failure
The most valuable records are often created when something is wrong. If an appliance fails inspection or testing, the record should show that it was removed from use, clearly labelled and dealt with before it could cause harm.
Record the fault in plain English as well as using any technical code. “Insulation resistance failure” is useful for an engineer; “damaged cable insulation near plug, item removed from service” gives a facilities manager a clear operational picture. Add photographs where they will help explain visible damage, overheating, counterfeit markings or unsafe adaptors.
Then document the outcome. Was the appliance repaired by a competent person, replaced, returned to the supplier, or disposed of? If it was repaired, record who carried out the work, what was replaced and whether it was inspected and tested again before being returned to use. Do not simply change a failed result to a pass without retaining the history.
This matters particularly where an item is subject to a manufacturer recall, an electric-shock warning or a fire-safety concern. A record should show the product identification, the concern identified, the action taken and confirmation that the item is no longer available for use. That is demonstrable control, not just an administrative update.
Set review intervals from risk, not habit
There is no single legal rule stating that every appliance must be tested annually. The appropriate inspection and testing interval depends on risk: the type of equipment, who uses it, the environment, how often it is moved and its history of defects.
A low-use monitor in a controlled office may justify a different review period from power tools in a workshop, cleaning equipment used daily, or electrical items in a holiday property. Equipment used by the public, children, residents or less experienced staff may also need closer attention. Formal visual inspections by trained staff can provide useful control between professional testing visits.
Your records should state the review date and, ideally, the reason for the interval selected. This allows you to demonstrate that your arrangements are risk-based. It also gives you a chance to bring dates forward if there is a change in use, a pattern of damage, a building alteration, water ingress or a reported incident.
Keep certificates, reports and actions together
A certificate proves that a testing visit took place. It is not, on its own, a live management system. Store the certificate with the detailed report, asset register, failure list and corrective-action record. If these documents sit in separate inboxes, filing cabinets and personal spreadsheets, important actions can be lost.
Digital records make this easier, provided they are managed properly. A system such as an asset-management register can retain item histories, test outcomes, labels, locations and forthcoming review dates in one place. It also reduces the risk of reusing an asset number or overlooking an appliance that has changed location.
Access should be practical. The person responsible for facilities, the duty-holder and any nominated deputy should be able to find the latest report and understand outstanding actions. At the same time, restrict editing rights so that records cannot be changed without accountability. Keep previous reports rather than overwriting them, particularly where they show a defect trend or remedial history.
Back up digital records and retain them for a sensible period. The right retention period depends on your organisation, insurance requirements, risk profile and internal policies. In practice, retaining a clear history is often more useful than keeping only the latest test cycle, especially after an incident, claim or inspection.
Make records part of day-to-day safety control
Test records work best when they are not left until the next contractor visit. Give staff a simple route to report damaged leads, hot plugs, loose sockets, liquid exposure or equipment that behaves unusually. A reported issue should trigger an entry in the record, even if the item is quickly replaced.
Managers should review open failures and due dates regularly. This need not become a lengthy meeting. A short monthly check can confirm that failed items have been closed out, new purchases have been registered and equipment awaiting repair has not found its way back into use.
For organisations with several locations or a high turnover of equipment, nominate a local contact at each site. Their role is not to carry out electrical testing beyond their competence. It is to help maintain accurate locations, support user checks and ensure that changes reach the central register.
What good evidence looks like
If you were asked tomorrow to show how you control portable electrical equipment, you should be able to produce a current register, detailed inspection and test results, certificates, evidence of faults and repairs, and a record of your chosen review arrangements. Just as importantly, the documents should agree with what is physically present on site.
