Electrical Safety at Work: Risks You Can Prevent

A phone charger that feels unusually hot. A cracked extension lead tucked beneath a desk. A kettle with a damaged plug still used in a staff kitchen. These are not minor housekeeping issues. They are the everyday warning signs that electrical safety controls are designed to find before somebody receives a shock, a fire starts, or an appliance fails at the worst possible moment.
For duty-holders, business owners and facilities managers, electrical safety is not achieved by placing a label on an appliance once a year. It is a practical process: identify the equipment you are responsible for, assess how and where it is used, inspect and test it at sensible intervals, keep clear records, and act on defects. The result should be safer people, better evidence of compliance and fewer avoidable interruptions to your operation.
Electrical safety starts with responsibility
The Electricity at Work Regulations 1989 require systems to be maintained so far as is reasonably practicable to prevent danger. That responsibility applies to employers and, in managed premises, may also involve landlords, managing agents and those controlling work activities. The detail of what is reasonable varies by setting. A low-use desk lamp in a quiet office does not carry the same risk as a heavily used power tool in a workshop, or a hairdryer supplied in holiday accommodation.
This is why a single testing interval for every appliance is rarely the best answer. Risk depends on the appliance type, its environment, how often it is moved, who uses it and whether it is likely to suffer damage. Portable equipment used outdoors, in kitchens, workshops, care settings or public-facing areas generally needs closer attention than equipment that stays in one protected location.
A sensible system also recognises that an appliance can become unsafe the day after it has been tested. Cleaning staff, employees, contractors and guests may move equipment, overload adaptors or continue using damaged leads. Formal inspection and testing provide a documented checkpoint, but routine user checks make the control effective between visits.
Why a pass sticker alone is not enough
Portable Appliance Testing, commonly called PAT testing, is a useful part of electrical safety compliance. It combines formal visual inspection with electrical tests appropriate to the appliance. Yet a pass label only has value when it reflects a proper inspection, clear asset identification and evidence that the item was safe on the day it was examined.
The visual inspection matters because many serious faults are visible. A qualified engineer may identify a split cable, damaged plug top, exposed inner insulation, loose connection, missing strain relief, unsuitable extension reel or signs of overheating before electrical test instruments are even used. They should also consider whether an appliance is being used safely, rather than treating the test result as the entire decision.
There are risks that conventional test readings cannot always reveal. A product may be subject to a manufacturer fire or electric-shock recall. It may be a counterfeit or lookalike item with poor internal construction. It could feature on a recognised ‘Do Not Buy’ warning, or be unsuitable for the task even though it is electrically functional. These checks are particularly relevant for chargers, adaptors, white goods and inexpensive electrical accessories brought into the workplace.
The trade-off is straightforward. A sticker-only service may appear cheaper and quicker, but it can leave the duty-holder with little evidence of what was inspected, what was found or what should happen next. A thorough service takes more care, but it gives you a defensible record and a clear route to remedial action.
The hazards most often missed in workplaces
Electrical incidents are often caused by familiar equipment used in an unsafe way. Extension leads are a common example. A lead may be sound when tested, but it becomes a hazard if it is overloaded, trapped under furniture, routed across a walkway or daisy-chained through multiple adaptors. Cable reels should be fully unwound when carrying significant load, as a coiled cable can overheat.
Chargers and power supplies deserve similar scrutiny. They are easily misplaced, substituted or bought online without confidence in their origin. A charger that is excessively hot, buzzing, discoloured or damaged should be removed from use immediately. The same applies to plugs with cracked casings, loose pins or signs of scorching.
In managed accommodation, kitchens and communal areas need particular care. Appliances may be used by people unfamiliar with the premises, and damage can go unreported. Kettles, toasters, microwaves, vacuum cleaners, heaters and hairdryers should be included in the asset register and inspected according to the risk they present. Fixed wiring, sockets and consumer units require their own inspection regime and should not be confused with PAT testing.
What good electrical safety records look like
When an incident, insurer query or external inspection arises, vague assurances are of limited use. Duty-holders need records that show what equipment exists, where it is located, its condition, the outcome of inspection and testing, and any corrective actions taken.
A useful asset register gives each appliance a unique reference, description, location, test date and next review date. It should distinguish between items that passed, failed, were repaired, removed from service or require follow-up. Test certification and detailed PDF reporting should support the register, not replace it.
For larger or changing sites, asset-management software can make this process much easier. Practical checks staff can carry out
Employees do not need to be electricians to spot obvious danger. They should be encouraged to stop using equipment that looks, smells or behaves unusually, and to report it promptly. A short staff workshop or clear workplace procedure can make this routine rather than awkward.
Before use, staff should look for:
damaged cables, plugs, casings or visible wires;
scorch marks, discolouration, burning smells or excessive heat;
loose sockets, overloaded adaptors and trailing leads;
equipment exposed to water or used in unsuitable conditions; and
appliances with missing labels, uncertain ownership or a suspected fault.
A user check is not a substitute for formal inspection. It is the first line of defence. The correct response to a concern is to isolate the appliance, label it clearly as not for use and arrange assessment by a competent person. Taping a cable, forcing a plug into a loose socket or hoping a fault will disappear simply transfers risk to the next user.
Setting inspection intervals that make sense
There is no legal rule stating that every portable appliance must be tested annually. Frequency should be based on risk assessment, manufacturer guidance, previous fault history and the working environment. Over-testing low-risk equipment can create unnecessary cost and disruption. Under-testing mobile, high-use or harsh-environment equipment can leave significant hazards unmanaged.
An office may choose different intervals for desktop IT equipment, cleaners’ equipment, kitchen appliances and extension leads. A workshop may inspect handheld tools more frequently because they are moved, dropped and exposed to dust or damage. In a school, care setting or holiday property, the needs of users and the potential for equipment misuse may justify closer controls.
This risk-based approach should be documented. It helps show that your programme is considered and proportionate, rather than based on a convenient date in the diary. It also gives staff a clear understanding of what happens when equipment fails: remove it from use, repair or replace it, record the decision and update the asset register.
Keep safety actions proportionate and prompt
Not every defect requires the same response. A failed plug fuse may be resolved quickly by a competent person, while a damaged heater, recalled appliance or suspected counterfeit charger may need permanent removal and replacement. The key is not to leave decisions unresolved. An appliance marked as failed but still sitting in a shared cupboard is not controlled.
Electrical safety works best when it becomes part of ordinary premises management. Include it when onboarding staff, moving offices, opening a new rental property, buying equipment or reviewing fire risk actions. Ask simple questions: do we know what appliances are in use, who owns them, whether they are suitable, and what happens when somebody identifies a problem?
The next time a member of staff mentions a hot charger or damaged lead, treat it as useful information rather than an inconvenience. A prompt check, a clear record and the right corrective action can prevent a small observation from becoming the incident nobody expected.
