Certified Testing Versus Sticker Testing

A green pass label can be reassuring - but it is not, by itself, evidence that an appliance has been properly assessed. Certified testing versus sticker testing is the difference between a visible marker on a plug and a documented electrical-safety control that a duty-holder can explain, review and act upon.

For workplaces, managed properties and holiday accommodation, that difference matters when an appliance overheats, a charger fails, an insurer asks for records, or an incident needs investigating. The aim is not to attach more labels. It is to identify electrical risks before they harm staff, visitors, tenants or guests.

What a PAT sticker does - and does not - prove

A PAT label normally records an item number, pass or fail outcome and a suggested date for the next check. When it follows a proper inspection and test, it is useful. Staff can see that an item has been assessed, and the label helps match the appliance to its asset record.

The problem starts when the sticker becomes the whole service. A label cannot show who tested the item, what checks were made, whether the appliance was correctly identified, the readings obtained, or why its next inspection date was chosen. Nor can it show whether an issue was isolated, repaired, removed from use or reported to the person responsible.

Sticker-only testing may also encourage a false sense of security. An appliance can look current because it bears a pass label while its cable has since been damaged, its plug has been changed incorrectly, or it has become unsafe through poor use. A sticker is a useful part of a safety system, not the system itself.

Certified testing versus sticker testing: the practical difference

Certified testing brings together formal visual inspection, appropriate electrical tests, accurate asset identification and a certificate or report that records the result. It creates a traceable record of the work completed and gives the duty-holder evidence to support their risk assessment and maintenance arrangements.

A competent engineer does more than connect an appliance to a tester. They consider the class and construction of the equipment, the environment in which it is used, visible condition, cable routing, plugs, sockets, adaptors and signs of misuse. Tests may include earth continuity, insulation resistance, polarity and leakage checks, depending on the item and whether testing is suitable.

The record should identify each appliance, its location, its status and any action required. A failed kettle in a staff kitchen, for example, needs a clear outcome: removed from service, quarantined for repair, or disposed of. Simply placing a red sticker on it does not prevent someone plugging it back in.

For duty-holders, the real value is accountability. You can demonstrate what was inspected, when it was inspected, what was found and how risks were controlled. That is far more meaningful than producing a collection of labels with no supporting evidence.

A certificate is evidence, not a guarantee

No electrical test can guarantee that an appliance will remain safe until a date printed on a label. Appliances are moved, dropped, overloaded and used in conditions that change their risk. A test certificate records the condition and results at the time of inspection.

That is why sensible arrangements combine formal inspection and testing with user checks. Staff should know to stop using equipment with a damaged lead, loose plug, cracked casing, scorch marks, exposed wires, liquid ingress or unusual heat. These checks take seconds and can prevent the interval between scheduled visits becoming a blind spot.

What thorough electrical safety work should uncover

Electrical testing is strongest when it is paired with an alert, methodical inspection. Some risks cannot be identified by a basic pass/fail instrument test alone. A charger may meet an electrical reading at that moment but show heat damage, an unsuitable adaptor, poor-quality construction or signs that it is a counterfeit or lookalike product.

A safety-led inspection should look beyond the appliance register for conditions that demand attention. This includes recalled products, known electric-shock or fire risks, and products identified as unsafe by credible consumer-safety investigations, including Which? ‘Do Not Buy’ findings where relevant.

In practice, an engineer may find several issues around otherwise routine equipment:

  • extension leads daisy-chained together beneath desks;

  • multiway adaptors overloaded by heaters, printers and chargers;

  • damaged flexes trapped under furniture or through doorways;

  • chargers running unusually hot or used with incompatible equipment; and

  • appliances with missing guards, cracked casings or improvised repairs.

The response should be proportionate. Not every observation means an item must be discarded, but every significant issue should have a clear, recorded action. That may mean removing an item from use immediately, arranging repair, replacing unsuitable equipment, changing its location or briefing staff on correct use.

Why records matter to managers and property operators

A well-managed asset register removes guesswork. In a busy office, workshop, school, care setting or holiday property, appliances are added, moved and replaced constantly. Without an accurate register, it is easy to miss equipment, test the same item twice or lose track of failed items.

Detailed PDF reporting and an itemised register give managers a working record rather than a pile of paperwork. Each appliance can be linked to its asset number, location and outcome. This is particularly useful where there are several rooms, multiple properties or frequent staff changes. An office manager can identify appliances allocated to a meeting room. A facilities manager can review failures and repairs. A holiday home owner can show that guest-facing equipment has been included in a planned safety regime.

Records also support decision-making. If the same type of fan heater repeatedly fails visual checks, or chargers in one area show repeated overheating, the pattern may justify a change in purchasing, storage or staff guidance. Safety information becomes useful when it leads to a practical improvement.

Legal compliance is about controlling risk

There is no single legal requirement to PAT test every appliance annually or to put a sticker on every plug. The legal duty is broader: electrical systems must be maintained so far as is reasonably practicable to prevent danger. The frequency and type of checks should reflect risk, equipment type, environment, users and the manufacturer’s guidance.

A low-risk, double-insulated office lamp used by trained staff does not require the same regime as heavily used equipment in a workshop, communal area or rental property. New equipment may not need immediate formal testing, although it should still be suitable, correctly installed and visually checked. Conversely, an older appliance in harsh conditions may warrant more frequent attention.

This is where a blanket, label-led approach can fall short. Testing too often without a reason wastes time and budget. Testing too little, or keeping no meaningful records, leaves duty-holders unable to demonstrate how they have assessed and controlled risk. A competent provider should explain the reasoning behind inspection intervals and any recommendations, in plain English.

Questions to ask before appointing a PAT provider

The cheapest quotation may cover only a rapid test and label application. Before booking, ask whether formal visual inspections are included, whether the engineer is appropriately qualified and insured, and what documentation you will receive after the visit.

Also ask how failures are handled. Will unsafe equipment be clearly identified and taken out of service? Will you receive photographs or notes where they help explain a defect? Does the service check for recalls, counterfeit concerns and unsafe product categories? Can the provider help with wider actions such as electrical or fire-safety audits, risk-assessment actions and staff workshops?

You should expect a clear answer on disruption as well. Proper testing need not bring a workplace to a halt. With sensible scheduling, room-by-room planning and communication with staff, most appliances can be assessed with minimal interruption to normal operations.

Build a safety process people can use

The best arrangement is one your team can follow between visits. Keep the register current when equipment is purchased, moved or disposed of. Make it easy for staff to report defects. Ensure failed equipment is not left in a cupboard for someone else to rediscover. Review recurring issues rather than treating them as isolated failures.

A pass sticker has a place in that process, but it should point to something more substantial: competent inspection, tested results, a traceable asset record and practical action where risk is found. That is how electrical safety becomes a managed responsibility rather than a label on a plug.
