Appliance Safety Responsibility in Workplaces

A damaged plug top in a staff kitchen, a charger running hot beneath a desk, or an unrecorded heater brought in from home can turn appliance safety responsibility into an urgent problem very quickly. The issue is not whether an item has a current-looking PAT label. It is whether the person responsible for the premises can show that foreseeable electrical risks have been identified, controlled and acted upon.
For businesses, schools, care settings, retail premises, workshops and holiday lets, electrical safety is a practical management duty. Appliances are handled daily by staff, visitors, clients and guests, often in busy environments where damage, misuse and poor storage can go unnoticed. A sensible system protects people, supports legal compliance and avoids the disruption that follows an electrical incident.
What appliance safety responsibility means
Appliance safety responsibility sits with the duty-holder: usually the employer, business owner, landlord, managing agent or person with control of the premises and equipment. The exact arrangement depends on the setting, but responsibility cannot be dealt with simply by buying a testing service and filing a certificate away.
In a workplace, the duty-holder must make sure electrical equipment is maintained so far as reasonably practicable to prevent danger. That includes equipment owned by the organisation, as well as personal appliances that are permitted onto site. In managed accommodation, it also includes appliances supplied for guests or tenants. Where responsibilities are shared - for example, between a landlord and a managing agent - they should be clearly agreed and documented rather than assumed.
The key point is that maintenance is not one fixed annual event. The right inspection and testing interval depends on risk. A double-insulated desk lamp in a supervised office will not need the same level of attention as an extension lead used in a workshop, a hairdryer in a holiday property, or a frequently moved appliance in a care setting.
A PAT label is evidence, not the whole control
Portable Appliance Testing is a useful part of an electrical safety programme, but it is often misunderstood. There is no blanket legal requirement to PAT test every appliance every year. What is required is an effective, risk-based regime for maintaining equipment in a safe condition.
A competent inspection and test can identify faults that are not obvious to the user: damaged internal conductors, poor earth continuity, insulation weaknesses and faults in leads or plugs. Equally, many serious issues are found before a tester is connected. Cracked cases, exposed cable cores, scorched adaptors, loose socket outlets and unsuitable multiway extensions are visual defects with immediate safety implications.
A pass label should therefore be supported by a clear asset record, the test date, the next review date and details of any failed or removed items. If an appliance is replaced, moved or repaired, the register needs to reflect that change. Without a reliable record, it is difficult to demonstrate what equipment is on site, who checked it and whether the action required was completed.
Who needs to do what?
Electrical safety works best when responsibility is shared in a controlled way. Senior management should provide the policy, budget and authority to remove unsafe equipment. A facilities or office manager may maintain the asset register, arrange inspections and follow up remedial work. Staff and regular users need to report defects promptly and carry out simple user checks before use.
A competent electrical safety provider should inspect and test equipment, record results accurately and explain the risks found. They should not simply apply labels at speed. Where a fault is identified, the duty-holder needs practical information: whether the item must be removed from service, whether repair is appropriate, and what action will prevent the same problem recurring.
For clarity, a workable responsibility process should cover these four areas:
A named person who oversees electrical appliance safety and keeps records current.
A rule for introducing new, hired, repaired or staff-owned equipment to the premises.
A reporting route for damaged, overheating or suspect appliances, leads and adaptors.
A process for isolating failed items and confirming that corrective action has been completed.
This does not need to create unnecessary administration. It does need to be consistent. A short written procedure, supported by an up-to-date asset register, is far stronger than relying on memory or a collection of old certificates.
The risks that routine testing can miss
Electrical test readings matter, but safe management requires a wider view. Some products may be subject to manufacturer fire or electric-shock recalls. Others may be counterfeit, poorly made lookalikes or products identified as unsafe by consumer safety investigations. An appliance can also test satisfactorily on the day while still being unsuitable for the way it is being used.
Consider a portable heater placed close to cardboard stock, a phone charger left under cushions, or several high-load appliances connected through one extension reel. The danger comes from heat, loading and use conditions, not only from a failed electrical measurement. Similarly, a domestic extension lead may be inappropriate in a workshop where it is repeatedly dragged, crushed or exposed to dust.
This is why visual inspection should look beyond plugs and cables. The assessor should consider the appliance type, its location, visible signs of overheating, the condition of accessories and whether users are creating avoidable risks. A thermal image can sometimes reveal abnormal heat at a plug, adaptor or connection before there is visible scorching. It is one more useful indicator, especially in higher-risk environments.
Set inspection frequencies by risk, not habit
A risk-based programme starts with the environment and the equipment. Items used by the public, moved frequently, used outdoors, exposed to moisture or connected to high loads usually need more frequent user checks and formal inspection. Equipment that stays in one place in a low-risk office may need less frequent formal attention, provided it remains in good condition and users are trained to report defects.
Frequency should also reflect past findings. If a site repeatedly has damaged kettle leads, overloaded extensions or unauthorised chargers, reducing the test interval alone may not solve the problem. The better response may be to improve staff guidance, provide sufficient fixed sockets, restrict personal electrical items or replace unsuitable equipment.
New equipment also deserves attention. A newly purchased appliance may not require a full electrical test before first use if it is from a reputable source, suitable for UK use and visibly sound. However, it should still be added to the asset register, checked for damage on arrival and reviewed for recalls or product concerns where relevant. Used, hired, imported, repaired and staff-owned items present different risks and should be assessed before being put into service.
Build records that stand up to scrutiny
If an incident occurs, a duty-holder may need to show more than a list of pass results. Useful records demonstrate the whole control process: the appliance description and location, asset identification number, inspection and test outcome, identified defects, remedial actions, responsible person and completion date.
Detailed PDF reporting and a properly maintained software register make this manageable across multiple rooms or properties. They also make it easier to spot recurring failures, identify appliances approaching their review date and prove that a failed item was not left in use. For an organisation with staff turnover or several sites, this continuity is especially valuable.
Certificates should be read, not merely stored. A failure marked as requiring a replacement lead, plug change or disposal needs an owner and a deadline. Where an appliance is taken out of service, it should be clearly labelled and physically separated so it cannot find its way back into use during a busy day.
Make user checks part of normal work
Staff do not need to be electricians to recognise obvious warning signs. Before using an appliance, they should look for damage to the cable, plug, casing and connectors; signs of heat or burning; loose parts; and unsuitable adaptors or overloaded extensions. If something looks wrong, feels unusually hot, trips a circuit or gives even a slight electric shock, it should be switched off where safe to do so, unplugged and reported.
Short, practical staff workshops can make a substantial difference because they turn safety from a once-a-year compliance task into a daily habit. This is particularly useful in settings with shared kitchens, cleaning equipment, classrooms, temporary staff or guest accommodation, where many different people handle appliances.
